James, if any citizen wishes to co-habitat, they don't need permission to do so. Just update your residency on the main database - that sends a prompt to the planning committee so we can reassign the vacant property to a new refuge and their family.

At the present time, we cannot allow for new construction outside of the settlements, due to several issues such as security, energy generation and space requirements. Given the size of the settlements and the new one being finalized on Australia, there's plenty of room for movement now but that will be changing in the near future as we reach maximum population capacity.

*** SOLAR STORM ***

As you might have noticed, we're having a bit of a solar storm that is giving us a rather spectacular light show.

It is also doing something else. We're getting reports that some people are having trouble casting magic. The science types believe there's some kind of interference from the solar storm that is causing this.

Do not be alarmed. We have no evidence that this will be a permanent effect, however, we cannot rely on magic while this storm is raging.

We have noted that magical potions, objects, wards already in effect, and creatures, do not appear to be affected by the storm. Take precautions when dealing with magical creatures during this time.

This weekend, there will our first ever spring festival on the coast east of Settlement Two. There will be free-for-all Quidditch and Football games, magic shows, a living chess game, volleyball, and live music.

Bring your brooms, footballs, instruments and blankets!

The festival will run from 8:00 am on Saturday morning till Midnight on Sunday night.

As some of you are aware, there have been some recent, unexpected Portal activations. We have had two individuals arrive on the island that were not sent from the Ministry of Magic in 2002. There is significant evidence that the portal has begun operating on its own direction, although it is still being used by the Ministry in 2002.

For the time being, we are still receiving refugees from 2002, and will continue to do so for the foreseeable future. Communications via datapads back to 2002 continue to operate as long as the portal is open. There is also a security detail on duty at the portal on a 24 hour shift, so please plan for travel past the portal clearing accordingly, and have your datapad with you for identification purposes.

One individual remains unaccounted for and should still be considered armed and dangerous.

The other individual is our newest settlement member and has been under Command protection for the last two weeks while being brought up to speed on life here. Some of you may be familiar with this individual, if on name recognition alone - Godric Gryffindor. He has just been assigned normal housing and will have an escort for the time being to help him with acclimating to our language and technology.
