James, if any citizen wishes to co-habitat, they don't need permission to do so. Just update your residency on the main database - that sends a prompt to the planning committee so we can reassign the vacant property to a new refuge and their family.
At the present time, we cannot allow for new construction outside of the settlements, due to several issues such as security, energy generation and space requirements. Given the size of the settlements and the new one being finalized on Australia, there's plenty of room for movement now but that will be changing in the near future as we reach maximum population capacity.
I do apologize for not returning your message sooner. Somehow, it got shunted into the 'spam' file.
