Only because Dudley was the only one of the three in the beginning who would actually a.) look at them and b.) talk to them. Petunia would leave notes if absolutely necessary and somehow Dedalus had gotten the two of them off on the wrong foot with Vernon so he'd just ignore them. "Yes, he's still a big git," was her only response though.
